The Plan in Brief
Phase 1 — Cosmetic Stabilization (Current)
Protect the locomotive from further deterioration through rust removal, repainting, historically accurate lettering, and other preservation work while improving its overall appearance.
Phase 2 — Historic Cosmetic Restoration
Complete a thorough, historically accurate cosmetic restoration, returning the locomotive as closely as practical to its appearance during its years of Santa Fe service.
Phase 3 — Relocation
Work with community partners to relocate the locomotive to a more visible, accessible, and secure location where more people can experience it.
Phase 4 — Long-Term Preservation
Construct or secure a protective shelter to shield the locomotive from the elements and ensure its preservation for future generations.
Santa Fe No. 3463 is the only surviving member of the Atchison, Topeka & Santa Fe Railway's famed 3460 Class "Super Hudsons." Built by the Baldwin Locomotive Works in 1937 to a design developed by Santa Fe engineers in Topeka, Kansas, it stands today as one of the most significant surviving passenger steam locomotives in the United States.
For nearly seventy years, No. 3463 has called Topeka home, becoming a familiar landmark and a lasting reminder of the city's rich railroad heritage. Today, the Kaw Valley Rail Heritage Conservancy is dedicated to preserving this remarkable locomotive, ensuring its story can continue to inspire future generations.
Preserving a locomotive of this size and historical importance is no small undertaking. It takes dedicated volunteers, generous donors, committed community partners, and people who simply believe that Kansas history is worth protecting. Every restoration begins with a plan. By breaking this effort into achievable phases, we can make meaningful progress today while laying the foundation for the locomotive's long-term preservation. Below is the roadmap guiding our work on Santa Fe No. 3463.
What’s the plan?
In short, the Kaw Valley Rail Heritage Conservancy is working to preserve Santa Fe No. 3463 through a phased approach focused on protecting the locomotive, restoring its historic appearance, improving public access, and ensuring its long-term preservation. Every step we take today is designed to safeguard this irreplaceable piece of Kansas history for future generations.. But, we need your help to make this happen!
Santa Fe No. 3463 was donated to the City of Topeka by the Santa Fe Railway in 1956 and moved into the Kansas Free Fair Grounds [SHOWN ABOVE], now the Stormont Vail Events Center, where it has remained ever since. Nearly seventy years of exposure to the Kansas elements have left their mark, making preservation more important than ever. Through the support of volunteers, members, donors, and community partners, we have an opportunity to protect and preserve the last surviving Santa Fe Super Hudson before further deterioration occurs.
This is our step-by-step plan:
1. Cosmetic Stabilization | ONGOING
Our volunteers are actively protecting the locomotive from further deterioration through rust removal, surface preparation, repainting, restoration of historically accurate lettering, and other preservation work. While not a full restoration, this work helps preserve No. 3463 and improves its appearance until a comprehensive restoration can be undertaken.
2. Fundraising | ONGOING
Preserving a locomotive of this size requires significant resources. We continue to raise funds to support ongoing preservation work, future restoration efforts, educational programming, and the long-term care of No. 3463.
3. Full Cosmetic Restoration
While Cosmetic Stabilization is focused on protecting the locomotive from further deterioration and improving its appearance, it is intentionally limited in scope. The Historic Cosmetic Restoration will be a far more comprehensive effort, including the professional restoration of existing components, fabrication of missing parts where appropriate, reinstallation of stored original components, replacement of the boiler jacket and smaller missing details such as fittings and trim, as well as the acquisition or reproduction of components that have been lost over time. Guided by extensive historical research and professional preservation practices, this phase will return No. 3463 to a complete, historically accurate appearance, ready for permanent public display and preservation for generations to come.
4. Relocation & Public Access
While Santa Fe No. 3463 has called the Stormont Vail Events Center grounds home since 1956, its current location presents several challenges. As things currently stand, the site offers limited security, can be difficult to access for both restoration work and visitors, and does not provide the prominence that a locomotive of this historical significance deserves.
Once No. 3463 has undergone its Historic Cosmetic Restoration, our long-term goal is to work alongside the City of Topeka and our local partners to identify an ideal long-term home, or develop better arrangements for the locomotive at its existing site. Whether through relocation or significant improvements to its current setting, our goal is to ensure No. 3463 is preserved in a location that provides greater security, improved accessibility, enhanced opportunities for public interpretation, and a setting that properly reflects its historical importance.
5. Permanent Protection
Our ultimate goal is to provide No. 3463 with a permanent protective shelter. Keeping the locomotive out of the elements is one of the most effective ways to preserve it for future generations and ensure that this remarkable piece of Kansas history can continue inspiring visitors for decades to come.

Why Restructure From CSR to KVRHC?
Many people first learned about Santa Fe No. 3463 through the Coalition for Sustainable Rail (CSR), whose original vision was to return the locomotive to operation while advancing research into modern steam technology and renewable fuels.
Over time, the project evolved. Years spent resolving the ownership of the locomotive delayed restoration efforts, while many of CSR's research objectives were successfully pursued through partnerships with other organizations and locomotives. As those opportunities expanded, it became clear that No. 3463's greatest long-term contribution was not as a research platform, but as a unique and irreplaceable piece of American railroad history.
Recognizing this, the organization was restructured as the Kaw Valley Rail Heritage Conservancy (KVRHC), a Kansas-based nonprofit dedicated to preserving the locomotive and the railroad heritage of Topeka. Rather than pursuing an operational restoration, KVRHC's mission is to stabilize, restore, protect, and interpret Santa Fe No. 3463 so it can educate and inspire future generations.
This change reflects a renewed commitment to ensuring that the last surviving Santa Fe Super Hudson is preserved to the highest possible standard for the people of Topeka, the State of Kansas, and railroad enthusiasts everywhere.
CSR biofuel testing on the Milwaukee County Zoo Train provided data that supported subsequent testing at the Everett Railroad.
What Happened to CSR's Research?
The Coalition for Sustainable Rail's research into advanced steam technology and renewable fuels did not end with the organization's transition to KVRHC. Instead, many of the projects and concepts originally envisioned for Santa Fe No. 3463 have continued through collaborations with other organizations, institutions, and operational steam locomotives better suited for research and testing.
This transition allows each organization to focus on what it does best. While research into the future of steam technology continues elsewhere, the Kaw Valley Rail Heritage Conservancy can devote its full attention to preserving the only surviving Santa Fe 3460 Class "Super Hudson" and ensuring that this irreplaceable piece of railroad history is protected for future generations.
KVRHC also remains committed to preserving the Coalition for Sustainable Rail's legacy. Through the CSRchive, we are building a permanent archive of CSR's research, newsletters, technical articles, publications, photographs, and other historical materials, ensuring that years of innovation and documentation remain publicly accessible for historians, researchers, and future preservationists.
Although their missions have diverged, both efforts share a common goal: preserving the legacy of steam locomotives by honoring their past while supporting the continued advancement of steam preservation and technology.
